Democratic society and citizen participation is founded in access to information and transparency of public affairs. Guatemalan laws provide important levels of participation and access to information, and civil society needs to develop improved capacities to make use of these rights in order to promote transparency as a major component.
The laws on decentralization, development councils and the new municipal law of 2002 provide citizens with new spaces to exercise participatory democracy.  Support to initiatives to strengthen the democratic character of these spaces in various provinces has been an important task of PASOC.

The Accord on the Strengthening of Civilian Power and the Role of the Armed Forces in a Democratic Society promotes among others social audit and the formation of development councils in order to strengthen citizen participation and stimulate the interest to defend public domains - thereby questioning the traditions of privileges and corruption. The function of the development councils include social audit to promote transparency and reduction of discrete management of public finances. PASOC wishes to respond to initiatives of social audit and other means applied by civil society which contribute to transparent public processes, functions and financial management.

 The levels of corruption and the limited capacity of State control mechanisms are among the main worries of Guatemalan citizens, and this contributes to the maintenance of little confidence in the state. Some projects supported by PASOC have among their objectives the strengthening of important institutions, such as the Corruption Prosecutor of the Prosecutor’s Office, the General Controller, and the National Civilian Police, with the purpose of developing structures, activities and images of confidence and efficiency.
